ندای هرمزگان – گروه اقتصادی
مدیرکل دیوان محاسبات استان هرمزگان با بیان اینکه باید همه ما حرمت قانون را حفظ کنیم، اضافه کرد: باید از انعطاف های قانونی برای رفع مشکلات بهره برد و برای حل معضلات به دنبال راهکار بود چرا که تنها راه حل این است.
به گزارش ندای هرمزگان، ابراهیم مرادیان در نشست هم‌اندیشی ذیحسابان ادارات اجرایی استان، با اشاره به شعار قوای سه‌گانه در خصوص فسادستیزی، شفاف سازی و اجرای عدالت تاکید کرد: باید ذیحسابان و مدیران به دنبال شفاف‌سازی باشند تا شاهد مشکلات ریز و درشت نباشیم اما آشنا نبودن مدیران با قوانین به ویژه قوانین مالی و محاسباتی یکی از آفت‌های کشور است و باید این مشکل ساختاری برطرف شود.
وی با بیان اینکه مدیران قبل از عهده دار شدن هر مسئولیتی باید با قوانین مالی آشنایی کامل داشته باشند، گفت: برای انجام هر کاری اعم از پرداخت ها و برداشت ها مطابق قانون عمل کنیدو در اجرای قانون با کسی تعارف نداشته باشید و در اجرای قانون اگر با مشکلی برخورد کردید از دیوان محاسبات و ما کمک بخواهید.
مدیرکل امور اقتصادی و دارایی هرمزگان گفت: سامانه سادا تعریف شده تا ادارات دولتی اموال خود را در این سامانه ثبت کنند، که متاسفانه بسیاری از مدیران با این سامانه بیگانه هستند.
مهدی دسینه نیز در این نشست افزود: در امور نظارت مالی و ذیحسابی ها در۳۴ دستگاه اجرایی استان ۱۶ ذیحساب و پنج معاون ذیحساب که استخدام این اداره کل هستند، این امر را به عهده دارند.
وی هدف از برگزاری این نشست را دستیابی به یک وحدت رویه در بُعد نظارتی بیان کرد و اظهار داشت: این دو اداره به لحاظ ذاتی دارای وظایف مشترکی هستند که مهم ترین آن بعد نظارتی است.
به گفته وی، هفت نفر مدیر مالی و دو نفر معاون ذیحساب به این اداره کل معرفی و با تأیید خزانه‌داری کشور وظیفه حسابرسی را عهده دار هستند و این هفت نفر مدیر مالی در اداره کل شیلات، منابع طبیعی و آبخیزداری،جهاد کشاورزی، دانشگاه هرمزگان،بنیاد مسکن و اداره کل تعزیرات استان سه نفر در پالایشگاه گاز سرخون و قشم و حوزه هنری مشغول به خدمت هستند.
نماینده وزیر اقتصاد افزود: ۴۸ شهرداری استان توسط ۴۸ نفر ذیحساب که ۸ نفر آنها مستخدمان اداره کل و ۴۰ نفر از مستخدمان شهرداری ها هستند، اداره می شود.
دسینه به مولد سازی و فروش اموال مازاد دولت اشاره کرد و بیان کرد: سامانه سادا تعریف شده تا دستگاه‌های دولتی اموال خود را در این سامانه ثبت کنند که متأسفانه بسیاری از مدیران با این سامانه بیگانه هستند.
وی همچنین گفت: با توجه به همکاری نکردن برخی ادارات هنوز آمار دقیقی از واحدهای مسکونی سازمانی دولتی نداریم و این خانه‌ها تعیین تکلیف نشده‌اند که نیاز است به این موضوع رسیدگی شود.
مدیرکل امور اقتصادی و دارایی هرمزگان با اشاره به قانون بودجه ۱۴۰۱ گفت: یکی از مشکلات کشور وجود طرح های نیمه تمام است که باید از ظرفیت‌های نهادهای غیردولتی استفاده شود و ۱۰ درصد بودجه تملک دستگاه‌ها به این پروژه‌ها اختصاص خواهد یافت.
دسینه در ادامه سامانه هوشمند سازی و شفاف سازی دولت یا خزانه داری الکترونیک دولت را مورد اشاره قرار داد و بیان کرد: این سامانه با هدف افزایش شفاف‌سازی و انضباط مالی مدیریت بهینه مصارف و مخارج و غیره راه‌اندازی شده و سامانه بدهی دولت به این سامانه متصل است.
وی خاطرنشان کرد: با راه‌اندازی این سامانه تعداد حساب‌های بانکی ادارات دولتی از ۲۲۰ هزار حساب به ۳۵هزار حساب بانکی کاهش یافته است.
برداشت از حساب های دولتی توسط دستگاه قضا و تامین اجتماعی مشکلاتی را ایجاد کرده
رئیس خزانه و معاون نظارت مالی اموراقتصادی و دارایی استان هرمزگان نیز در این نشست گفت: برداشت از حساب های دولتی دستگاه ها توسط دستگاه قضایی و تامین اجتماعی از جمله مسائلی می باشد که مشکلاتی را ایجاد کرده است و امیدواریم این مشکلات به طریقی حل شود.
سیروس شفیعی با اشاره به ماده ۹۱ گفت پیشنهاد می کنیم که برای اجرای این قانون کمیته‌ای تشکیل شود تا مسایل و مشکلات اجرایی این ماده قانونی رفع شود.
